Central government launched skill training program for 3 lakh migrant workers in 116 districts

The Ministry of Skill Development and Entrepreneurship (MSDE) has started skill training of 3 lakh migrant workers in the identified 116 districts of Uttar Pradesh, Bihar, Rajasthan, Odisha, Madhya Pradesh and Jharkhand. Under this, the central government goes ahead and runs centrally sponsored schemes along with central sector schemes for the overall development of the states.

Its mission is to provide demand-driven skills and orientation of workers and rural population in the post-Kovid era under the centrally sponsored and centrally managed (CSCM) component of the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-2020. The Ministry will start programs in selected districts for skill training within 125 days in collaboration with District Magistrates.

The National Skill Development Corporation (NSDC), under the aegis of Ministry of Skill Development and Entrepreneurship-MSDE, is executing the training program through the existing training providers and project implementation agencies functioning under PMKVY 2016-20 or state schemes.

1.5 lakh migrant workers are being trained under the Short Term Training (STT) program, and another 1.5 lakh migrant workers are planned to be trained under the Pre-Education Accreditation (RPL) scheme.

In these districts the work of mobilization of local jobs, as well as mobilization of migrant workers for the purpose of training, is done by the district administration.

The Ministry of Skills is directing its efforts to organize skill training for various jobs as per the demand of the local industry, as recommended by the district administration.

The roles which are in demand in these 6 states include Assistant Electrician, Self Employed Tailor, Retail Sales Associate, Customer Care Executive (Call Center), Sewing Machine Operator and General Duty Assistant etc.

Union Minister for Skill Development and Entrepreneurship, Dr. Mahendra Nath Pandey said that rural development through skill development is a core element of the Skill India Mission as 70 percent of the total workforce comes from rural India. The vision of building a rural workforce with the changing needs of the industry requires a seamless synergy between different partners in an efficient ecosystem.

The need to pressurize to create industry-relevant jobs at regional levels in order to neutralize the after-effects of workforce displacement complements each other.
