US President Joe Biden has announced new sanctions against Russia, saying Moscow’s independent recognition of two separatist regions in eastern Ukraine is the beginning of a Russian offensive. Russia has said that it will not take part in the Indian Navy’s ongoing procurement plan for new submarines, confirming that the Indian government has been formally notified of the decision.
